In de wijk EVA-Lanxmeer hebben de bewoners intensief meegedacht en gebrainstormd over hoe hun meest ideale woon- en leefomgeving gerealiseerd moest worden. Concreet resultaat van deze bewonersinbreng is de gezamelijke inrichting en het beheer van de verschillende binnenhoven. De ervaringen die zijn opgedaan tijdens dit proces zijn opgetekend in dit boekje. Aan de orde komen onder meer het proces, het ontwerp van de binnentuinen en he beheer ervan. Dit boekje van de Wetenschapswinkel belicht het participatieve process rond het ontwerp en de inrichting van een gezamelijke binnentuin door bewoners van de wijk EVA-Lanxmeer in de wijk Culemborg. Ervaringen van de betrokkenen worden aangevuld met theoretische inzichten vanuit andere woonprojecten, communicatie en intereactive planvorming.

This topic guide was prepared for the International Workshop on Resources, Citizen Engagements and Democratic Local Governance (ReCitE), held in Porto Alegre, Brazil, 5-9 December, 2004. Through ReCitE, LogoLink extends its inquiry into the “fiscal spaces” of citizen participation in local governance. As part of this undertaking, LogoLink completed a review of the literature on the theme which informed research on six case studies on citizen engagements in the resource-related processes of revenue raising, budget allocation and the monitoring of public expenditures. The participants to this workshop were also asked to bring short write-ups of their own initiatives in resource issues and processes. As a parallel effort to support other practitioners wanting to embark on work in this arena, this topic guide on the theme was also prepared.

The forestry sector in Nepal is well known for its Community Forest management modality in the hills. In the lower Siwalik hills and flat Terai no such singular forest management modality is in place. The Terai has valuable forests and wildlife reserves, and is home to an increasing part of Nepal’s population with an on-going history of (illegal) forest clearing. In the 1990s, the Terai forestry sector was in a stalemate over the choice of a best forest management strategy. The Netherlands’ new policy in favour of sector-wide support allowed for a radical change in donor’s programme making: the donor is there to support the Forest Ministry’s sector reform programme aiming at sustainable forest management and phasing out donor support. The article shows that with sector-wide approaches, emphasis shifts from direct working on the donor agenda (poverty alleviation, gender, environment) towards building on ownership and existing institutions and thereby initiate institutional and governance development. This allowed stakeholders in the forestry sector to jointly develop a sector reform agenda and implement the associated programme. The soft system framework provided a systemic perspective, focusing on networks and clusters of organisations, and enabling them to improve the broader capacity of society as a whole.

Partnerships were an important outcome of the World Summit on Sustainable Development (WSSD) held in Johannesburg in 2002; more than 200 partnerships were launched during the Summit process. In the Johannesburg Plan of Implementation, Governments designated the United Nations Commission on Sustainable Development (CSD) as a focal point for the discussion of partnerships that promote sustainable development, including sharing lessons learned, progress made and best practices.

Over the last two decades, promising models for Terai forest management (parks, community forestry, scientific) were designed, proposed, and then failed to develop into modalities powerful enough to halt deforestation. Yet, the area is full of opportunities for synergy between ecological, economic and equity agendas. In the present Nepali socio-political reality, one needs the support of essential stakeholders for any management model to become successful. An open and democratic debate for forestry sector planning and credible monitoring are essential to build support and trust needed to start forestry sector development. In this end, the Ministry of Forests and Soil Conservation is piloting so-called District Forestry Co-ordination Committees through two innovative programmes in eleven Terai districts, under legal provisions in the Local Self-Governance Act.
